Moradabad, October 24, 2025 – Police in Moradabad arrested Shahjahan, the admission cell in-charge at Jamia Ahsaanul Banaat Girls Madrasa, today after he demanded a virginity certificate from a 13-year-old Class 7 student for her promotion to Class 8. The incident happened at the madrasa in the Lodhipur Rajput area under Pakbara police station. The girl’s family, from Chandigarh, filed a complaint on October 14 with the SSP’s office, leading to quick action.
The father, a tailor from Manimajra in Chandigarh, said his wife had taken the girl to her parents’ home in Prayagraj for a few days starting July 16. They enrolled her at the madrasa on that date, paying Rs 35,000 in fees. When the mother returned and tried to drop the girl back on August 21, the principal Rahnuma and Shahjahan refused entry. They claimed an anonymous phone call said something “improper” had happened to the girl during her absence. They insisted on a medical certificate proving her virginity before allowing promotion to Class 8.
The family refused the demand. In response, the staff abused the mother, grabbed her arm, and pushed her, the girl, and later the father out of the gate. They also struck off the girl’s name from records, saying not to return. The madrasa kept the Rs 35,000 fees and withheld documents needed for other schools.
SP City Kumar Ranvijay Singh said initial probe confirmed the claims. “Shahjahan has been arrested and sent to jail under sections for harassment and outraging modesty,” he stated. A case is registered against him, principal Rahnuma, and other staff under IPC for criminal intimidation and assault. POCSO law may apply due to the girl’s age. The other accused are absconding, and police are searching for them.
The complaint detailed how the madrasa management humiliated the family and damaged the girl’s reputation. The father wrote that his daughter is innocent, and the anonymous tip was a false rumor to harass them. Local media reported the story earlier this week, building public pressure that sped up the arrest.
The madrasa is in Pakbara thana area, Delhi Road, Lodhipur Rajput. It is a private girls’ institution. Sources say the management called the allegations baseless, but no further comment came from them today. The state education department will investigate fully, and the madrasa could lose recognition if rules are broken.
This case highlights issues in private madrasas across Uttar Pradesh, where oversight is weak. The Right to Education Act covers all schools, but checks are rare in such setups. Families now fear sending daughters to similar places.
The arrest happened today after the SSP ordered a probe. Police say they will recover the fees and ensure the girl gets back her education without hurdles.
