
LUCKNOW, Uttar Pradesh, July 29, 2025 – In a move that’s winning hearts across the state, the Uttar Pradesh government has rolled out a significant discount on property registration for women, boosting their path to homeownership. The state cabinet, led by Chief Minister Yogi Adityanath, approved a 1% reduction in stamp duty for women buying properties up to ₹1 crore, a big leap from the earlier limit of ₹10 lakh, which capped savings at ₹10,000. This new policy, announced on July 23, 2025, is set to make property ownership more affordable for women and support the state’s Mission Shakti program for women’s empowerment.
The decision has been hailed as a game-changer for middle-class families. “This will help women gain financial independence and respect in society,” said Labour Minister Anil Rajbhar, as quoted by PTI. Under the new rule, women purchasing a property worth ₹1 crore can save up to ₹1 lakh on stamp duty, which is typically 7% of the property’s market value or circle rate, whichever is higher. For example, a woman buying a ₹50 lakh home would pay 6% stamp duty (₹3 lakh) instead of 7% (₹3.5 lakh), saving ₹50,000. Registration fees, set at 1% of the property value, remain unchanged for all buyers, but the stamp duty discount makes a real difference.
This move aligns with the central government’s push in Budget 2024 to lower stamp duty for women, a step Uttar Pradesh has now embraced. However, some users noted that in high-value areas like Noida and Ghaziabad, where property prices often exceed ₹1 crore, a higher cap or no limit at all would have helped more families. “Delhi offers a 1% rebate with no cap, even for properties over ₹5 crore,” said a real estate expert from Square Yards, speaking to Hindustan Times.
The policy is expected to boost property registrations in women’s names, especially in cities like Lucknow, Kanpur, and Prayagraj. In 2024, Uttar Pradesh saw a 20% rise in women registering properties, and this discount could push that number higher. “Families are already planning to register homes in women’s names to save money,” said a real estate agent in Lucknow. The initiative also supports Mission Shakti, which focuses on making women self-reliant through education, jobs, and financial independence.
Beyond empowering women, the discount aims to ease the financial burden of property buying. Stamp duty and registration fees are mandatory under the Uttar Pradesh Stamp Act, 2008, and the Registration Act, 1908, to legalize ownership. Without these payments, buyers risk legal disputes or penalties. To streamline the process, the state has integrated online payment options through the IGRSUP portal, where buyers can calculate and pay fees, book appointments, and verify documents. Chief Minister Yogi Adityanath has also mandated document verification before registration to curb fraud, ensuring safer transactions.
While the policy is a step forward, some challenges remain. In rural areas, awareness about the discount is low, and real estate experts urge the government to launch campaigns to inform women. Additionally, the ₹1 crore cap may not fully benefit buyers in premium areas like Greater Noida, where property prices have soared. Still, the move is a win for many, especially first-time buyers.
As Uttar Pradesh continues to modernize its property registration system, this discount is a clear signal of its commitment to gender equality and economic growth. With more women stepping into homeownership, the state is paving the way for a stronger, more inclusive future.
